Good Deal or not?

I am currently interested in buying a 98 hatchback. So heres the goods on it: Car is being sold by a friend who has his own shop. Mods include a b16b type r engine with about 18k miles on it, some type of header (forgot which kind) with heat shield, type r 5 lug conversion, authentic type r lip all around (not some aftermarket knockoff, not that those dont look nice just trying to be as specific as possible) white type r wheels, ek recaro seats as well as the ek rear seat, seibon carbon fiber hood and rear deck spoiler, authentic jdm black housing headlights, 5 zigen fireball exhaust, 99 ek front bumper, now the car has been hit in the front, nottin serious no frame damage, just had to replace front radiator support. So with all that said this deal is going for $12,500. Now the rear bumper has some paint peeling and a few other paint chips around the front bumper which for me he said he will repaint (car is type r yellow), so is this deal legit??

Mods don't add value to a car. I wouldn't buy a modded car b/c i could mod the car for the same or cheaper, and i would at least be able to supervise the work being done. When you buy a modded car you don't know who did the work or the quality of the work, that is the reason that mods don't add value. In fact, mods actually make the car less reliable, especially if they add large amounts of power.
