Default How low with 18's

I put on some 18's on my 00 civic, couple weeks ago and now i want to drop it, the clearance between the tire and the wheel whale is like 1.8 inches. The shop where i got them cut the back wheel whale, makig it thinner. I want to drop it as low as i can w/o rubbing all the time. Do you guys reccommend springs, if so what brand? or coilovers and the brand? Also, should i put in shocks? What kind are made for ride quality? i plan on spending around 500 for everything installed.

Has anyone had any experience with e bay?

i wouldnt drop at all with 18" wheels...if i were you id go with 16"s or 17"s instead
