Not sure about 0-60mph but my friend's 1993 Prelude Si bone stock with a manual tranny did a high 15's on 1/4 mile. Not sure exactly the time because it was a while back.

The best Civic to tune would be the Civic Si coupe. It already have a 160hp B16A engine which is quite powerful for a little engine. Factory handling is already pretty good especially for a fwd car....
