If you're under 21 the Hookah bars are pretty cool. The two good ones are Fumari's downtown, and the really cool one is Sinbad's in Pacific Beach. Sinbad's has a cover after nine which is $3. Tijuana is also pretty tight every now and again. You can get hammered all night long.
If you're over 21, then god damn you have some options. Garnett Ave. in Pacific Beach will be your best friend. Incahoots in Mission Valley I here is pretty fun if you like the country western scene. Explore around a bit, you'll meet people, don't worry.
It sounds like you're new to San Diego? Allied Gardens is a nice quiet neighborhood. You don't have to stress about drive bys and all that fun stuff there and they have a Fosters Freeze too. Anyways, good luck with everything.
