Default good handling without lowering

I want to lower my civic, but the underground parking ramp at my apt is so steep I scrap the underside at the bottom even if I'm on a diagonal. So my lowering is kind of out of the question right now, but would it still be beneficial for me to upgrade my shocks, and put upper and lower strut bars and upper and lower tie bars. Also, do you really need upper and lower or will it make a huge difference to just have upper, or just have lower?
thanks, and any other ideas would be appreciated.

Strut and sway bars are a must. Also, you can add some relatively inexpensive dampers to your car with the OE springs to tighten it up. Tokico HP's top the list.

H&R OE springs keep you at about stock height but theyre stiffer than stock springs.
