Default wrong engine

i've got a 1993 honda civic ex the under the hood label say's it should have a d16z6 but ever since i've bought it came with a d15zi i believe is a non v-tec engine from a vx cause it say's it the valve cover it runs real good the only problem that when i took it for a california emmissions test it failed because to many hydrocarbons and unburned gas at 2500rpm's at idle is fine .i just wanted to know if the having a non-vtec engine is affecting it .i have a d-15 that is vtec can someone tell me if it's could be compadible with my car thank's for you're time .before i forget i've replaced the idle air control valve ,intake air temperature valve,o2 sensor and caalitic converter.

are you getting a check engine light and if so are you running the 92-95 p28 sohc vtec ecu. If that is what is running your car you will emmit to many hydrocarbons and unburnt gas at around 2500rpm being the d15z1 is running on 8 valves up untill then and the ecy is feeding fuel for a 12 valve setup.
