Think of a turbo as an air pump, the larger the pump the more air can be moved. The more air entering your engine the more horsepower you can make. Also, larger turbo's take less heat and less energy to compress the same amount of air than a smaller turbo, less heat = denser air = more power. Smaller turbo's also choke up and restrict exhaust flow easier than large ones, limiting horsepower by not letting the used air out of the engine.
