Default Timing Completely Off

Ok i have figured out that my timing on my motor is completely way off and theres no turning the distributor to correct this either, the book doesnt explain a damn thing.. any ideas of how to get proper timing on my motor,

it may be the cam timing. ive heard of problems like that. try an adjustable cam gear. otherwise, i dont know.
