What I posted IS a proper rebuild if you know what you're doing. You can do everything you need to do in a Civic rebuild without pulling the engine, ESPECIALLY on an EF.

Whatever you want. I usually do rings, main bearings, head gasket, cam & crank seals, and oil pan gasket on anything, other parts as needed.

It's a fairly easy rebuild compared to a lot of other things. You don't even have to pull the engine. Here are the basic steps:

1) Pull the head
2) Take off the oil pan
3) Pull the crank...

About the TB, if you're gonna go turbo, me and Levi (97civicturbo) found out that the missing link won't bolt to the H22 TB. Just a heads up.

Yeah. And you can always do a simple OE rebuild to essentially reset the clock. Talk to Pete... he's boosting a D with 150k+, I believe.

Partially. But these statements ultimately have more to do with how big the turbo is (i.e. how much air it's moving) than with psi. PSI looks good on paper, but think of it this way: you can blow 10...

No, you have exactly the symptoms of a fuel pump relay short. I've owned 6 EF hatches, and 4 of them had this problem, plus I've fixed a lot of other people's, so I'm pretty confident on this one....

Turbo-wise, I'd look into some incarnation of a GT-28 (or a hybrid version - see Forced Performance Big28). It's still got a fairly low spool, but can push huge air once it's going.
