VTEC is an RPM dependent valve timing/duration/lift adjustability system. it switches the cam profiles at a certain rpm setting to maximize the power for low-end and high-end power. it has a small profile to help give it decent low-end, and a bigger, more aggressive profile for the higher rpms.

Congrats on stepping up from VW's. Everyone sees the light eventually...

As for your swap question, look into a B series; they're possibly the most expandable/buildable engines in existence. If you're looking to throw some serious cash at it but want to stay N/A, look at a B18C5. If you want to go the FI route, a B18C/C1 is the best choice. And if you just want a healthy power boost at a reasonable price, look at B16A's or B18B's.

And if anyone tells you to do an LS/VTEC or a CR/VTEC, kick 'em in the nuts.

If you're doing a B-series swap, you'll need new manifolds.
