Default Tune for turbo set up

I have a jdmb16a swapped into my 97 dx its already obd1 converted and I am contemplating going turbo with 440cc injectors. I have 2 questions. First what is the best engine management I can use for my setup I like Hondata s100, s200 , s300 I am looking for 250whp and was leaning toward the s100. ANy info if that is good for setup would be great. My next and more important question is does anyone know a good tuner that could tune a hondata ecu in Virginia especially the charlottesville area. I have seen posts but havent heard of anyone thats reputable withina 2hour or so drive of my place. And I dont want to drive an untuned car that far. But any help would be great thanks.
