well a "turbo setup" is pretty vague. You can get massive amounts of horsepower by getting a biger turbo/running more PSI, but you'll have to rebuild internally eventually. THIS has some good info about ITB's, they say you need to do some other work to the engine to make the ITB's really worth it on a powerufl N/A engine.

EDIT: More info HERE and HERE

For the price (since turbos and ITB kits are about the same price), a turbo will get you way more power.  For a set of ITBs to really do anything, you're going to want an aggressive cam (to make use out of all that extra air) as well as the valvetrain to support it, and also a free-flowing header and exhaust.

With a turbo kit (whether you piece it together or buy an actual kit), you need very few things outside of the turbo kit itself (injectors and a free-flowing exhaust).

You can make the ITB's and it would be cheaper but they are the last thing you should really be thinking about when picking your setup.  IMO  You should be asking, "should I go n/a build or turbo" not ITBs or turbo.  ITB's need a big cam, good port and polish,  higher compression, engine management.. etc. to be effective.  You don't just throw itb's on a stock engine and expect it to make more power... or even run for that matter.
