The car is in "limp home" mode. When the ECU detects any problem that would turn on the CEL (if it weren't disconnected...), and some that won't, it will disable the VTEC and limit the RPM.

You need to pull the codes and resolve the underlying problem(s). Once clear of codes, normal performance will be restored.

Perhaps I did not make myself clear. It does not have a VTECH anymore. The engine was replaced with a regular engine.
