Default BUMPY RIDE... help anyone know?! dropped ride..

Alright so my civic is lowered and has different springs and i'm assuming different shocks than factory or OEM ones, and if I go over even the slightest uneven road the ride is extremely bumpy and bouncing ... it's almost annoying...

when my brother and I took of the tires we saw a large like nut and bolt part of the shocks ... does anyone know if this means that the springs are adjustable?

and if they are do you know if adjusting them would help the bumpyness of the ride even though it would cause the car not to be dropped anymore?

OR would it be best if I just bought new oem struts/springs and had it replaced?

one of two things (or maybe more)

either the previous owner didn't match up the correct spring strut combo

or the struts are just worn slap out
