I have a '94 EX with 17x7 wheels, 205/40 tires. Personally, I'm never going more than +2" wheel sizing again... my civic rides pretty rough even with the stock wheels/tires... you wouldn't believe how it is with the low-pro's.

Personally, on a 7th gen or older civic, 17's are the absolute biggest wheels you should have.

I like big rims on big cars and small rims on small cars...for instance our 72 Impala has 24s with 255 30 24s and 275 25 24s staggered looks damn good on a big car..same with our 96 on the same size wheels/tires but my civic isnt goin over 16s prolly end up with some 15s..my caprice had 22s and my monte had 17s so im all over the place....i wouldnt do over a 17 on a 90s civc but thats me...

Ya..... I like the ones I got.
You like yours?

JUST KIDDING......
I have never gone up past a +2 on the set ups on any car I have ever owned. 89, 94, and 06 Civics.
My 99 Jetta GLI had 19's, +3, and my 97 Toyota Tacoma was set on 18's, a +4.

Ive had 14s, 16s, and 17s. I liked the 16s the best. Id go with a bigger tire than 205/40s though. Little thicker rubber will make it more comfy. 17s werent bad but def made the ride rougher.

17"s are as big as i'd go. My 40 series tires (205/40/17) are super rough, especiially with my lowering springs. I wish i woulda gone 16"s with slightly bigger tires. I think 15"s are 14"s look kinda dumb IMO, and anything bigger than 17"s look ridiuclous. Anything without a drop looking kinda odd anyway though. I recommend 16"s. I think those are perfect for your 99. You might able to get away with 18"s on some of the newer gen's, but even then it's pushings it. 17"s look the best, but ride quality sucks, thats why i'd recommend the 16"s.

It depends on the year, but 96-00s look great with 16s and 205/45/16 tires. Here's what mine look like:
