Default 88 civic ecu ???

i am workin on a 88 honda civicnon vtech d15 series motor 5 speed. the problem is it only revs to about 4k and then at as if the governors kicking in and shutting it down. like its redlining. it has a different fuel managment in it. it is aprogramable fuel managemnt systemout of an 89 intergra i believe. at least it is the same as the one that i had before. i am not really an import guy but am just tryin to help out a friend in need. could this be linked to a bad ecu. i dont wanna swap it out if its not the problem. i believe i have one laying around from my interga but i dont wanna fry it it there is an existing problem withthe civic. i solved all the other problem it was having. it had a bad cat, foulded plugs and a really hacked up wiring job from the fm swap. any help would be appreciated. thanks joe
