Default cpu meter max's out during on-line games.help

I downloaded a new on-line game combat arms, the problems is when I start it up the CPU meter on vista, the small gauge goes up to 100% and I can hear my fan kicking in, but the bigger cpu meter only sits at about 45%. I have 5200+ AMD 64*2 Dual Core processor, so I dont get why its doing this?

The game ends up freezing as soon as I get shot and I have to exit out of it, but when I exit the game my cpu goes down to like 5%.

Any help/links at all would be great....

How is it that you can see the CPU meter in-game... is it running full-screen or windowed?

ati radeon, ya I searched this a little more and somepeople say its normal,The only thing I learned is Ican go to task manager and shut certain things down to use less of my CPU (even though I hadnothing else running) and maybe don't play at full resolution. Other then that I'm still searching...but it seems a few people had/have the same problem, but never really any solid answers.
