these are definitely two different things. i recommend a high-flow catalytic converter. test pipes are illegal, ruin the air we breathe, and only give you 1hp more than a high-flow cat. you'll find this interesting: http://www.hondacivicforum.com/m_279591/tm.htm

i had a magnaflow cat back, a stainless steel header i bought at a swap meet, stock cat, and an aem short ram, on a 2000 civic ex,and all together the car sounded really good and the exhaust fit awesome.
