Assuming you think that stealing is wrong... then I would suggest Paint Shop Pro. You can usually find it for less than $60, and it does almost everything you could ever want.

Best price I found for the Original was $180 shipped. V2 was somewhere around $250-$280. Maybe I missed somewhere awesome to buy from.
