i use this stuff from advance auto parts, in a gray spray bottle and it just says wheel and rim cleaner or something like that
it does real good at loosening up the dirt so you can just wipe it off

Meguiars makes a product called "Hot Rims". Comes in a pink bottle and works pretty good, but for stains that are a bit tougher to remove, I use a basic degreaser. You can get it at Wal-Mart or any auto parts store, just spray it on, let it sit for about 2 minutes, and then wash it off. Works great every time.
