92 Civic. Engine light on and no 12V to the fuel pump
 
1992 Civic,... I replaced oil, filter, fuel pump, main relay, battery, and the oxygen sensor ... and yet Engine light stays on, no 12v to the fuel pump.. i assume that something is holding the 12v from getting to the main relay at startup... whats interesting is that after 5-10 mins with the key in crank position the Engine light turns off and 12V is supplied to the fuel pump and then i am able to crank and run the engine. I let the car run on idle at 2000 RPM for about 10 mins and then the Engine light comes back on with the engine still running. I turn off the engine, crank it back again and the fuel pump kicks in after 1 -2 min and engine light goes off.

Next day, same issue as above..

So I decided to look into the ECU.. i pulled it out and opened it and all caps looked good but on a closer view I saw 2-3 caps with a burned bottom right on the PC board. I removed and resoldered all 6-7 caps with new ones hoping that would finally bring light to the initial problem. I assembled everything back together and installed the ECU in the car but unfortunately the same problem existed.

So ! I will go ahead and install the new fuel pump tomorrow and see if that will fix the issue.
