Default Check engine light not working

I have a 95 civic ex. I'm pretty sure the previous owner did something to make the check engine light fail and I was just wondering where to start looking to get it back (fuse, wire, etc.) Thanks in advance.

I just checked. It does not turn on w/ ignition. So I have to take off the cluster to check it?

Check your service manual for the proper procedure. If you dont have a manual go to the main page, ECU's and Fuel Management, click on the Sticky "Free Helms Manuals" and download the file that matches your car. Lets us know whats up.

So I finally got a chance to take out the cluster. Yes, they removed the bulb.

So where do I get a new one? I'm trying to Google it, but I'm pretty sure there is some terminology that I am unaware of.
