Default o2 problem

i cant clear codes from my ecu. i have tried everything i can think of like pos battery cable, ecu fuse under hood, im pretty shure it was 1 long for o2, 1 long and 3 short for atmosphere pressure. i replaced the o2 and tried to clear the code but it didnt work.

as soon as i get money im going to get a new ecu and b18 wire harness cause the one i have is all cut up at the ecu. im pretty shure tht this is my problem. but shouldnt the codes still be cleared till i start the car after i cleared them?
