Default pr3 trouble

swapped a b16a obdo into a 91 ls and the pr3 ecu keeps throwing the number 7 code, which is the tps code, but the problem is im getting 5 volts to the 2 power wires (the 2 outter pins) whichs is normal and the more i open the throttle the more voltage the center wire gets, which is normal as well. i have no clue wft to do, has anyone esle had this problem before? ive unplugged the ecu and swapped tps sensors, please help

you are supposed to get .5 volts at closed throttle and 4.5 at wide open throttle.
