help 95 Ex has head lights pointed down?!?!

so i bought a used car and it came with some aftermarket hood and bumper.....it also came with the headlights pointed down. Anyone know how I should adjust this? The lights look straight but the beam of light points down.

Maybe if you posted in the right forum more people would respond. Are they the stock headlights?
