RE: 97 civic help

well, there doesn't really seem to be an absolute answer for this... a lot of people say there's a governer at the 118-120mph-ish range, and then theres a ton of people that say civics are drag-limited, meaning once they get up to a certain speed, the drag gets too strong for the engine to overpower, so the car can't go any faster. Personally, I've had my '94 up to about 118 without hitting a governer, but it wasn't at redline either... the car just didn't seem to have enough power to go any faster. (yeah, I know.. those speeds are stupid... I was young and wanted to see what my car could do... I drive a lot safer now.)

^ i was young and dumb and got mine going a little over 120 and i didnt feel either, i've hit a rev limiter/governor before and it defintely wasnt there, i just couldnt go any faster haha so not only do i not think you have one, i dont think you need to worry about it. By the time you get your Civic going over 120 regularly (always on the track!!111!), i imagine you'll have some sort of engine managment (either for boost, nitrous, or some crazy N/A build), which will probably let you remove the governor, if any exist anyway.

if it's 5spd it shouldn't have a governor, automatics have governors

I've also gotten my 92 hatch up to 117/118 mph out on a abandoned road here. I didn't hit a governer like when I got my Saturn SC2 up to 115. Normally when you hit one the motor shuts down and decelerates the car.

when my auto 03 lx hits 118 i can tell it hits the govener because my car will still be excellerating the i will feel it pull off the throttle. i know this for a fact because it was downhill i used to be stupid

Transmissoin type doesn't have anything to do with it. I have a manual that will not go over 110mph.
