98 civic starting problem

I replaced the spark plugs but forgot to put the last wire in before starting it.(I got side tracked or I'm dumb) It ran for maybe 5 seconds before I shut it off. Now it just cranks. Foil pack or wires?

Does it sounds like it is mis-firing and "popping"? My guess is something electrical is needs to be replaced like the spark plug wires. If there were old when you removed them, they may have become damaged. How old are the current wires? What about the distributor cap and rotor?

Can you pull that same spark plug wire out and start the car? What about the others? One by one of course. Pull out cylinder #4's wire and try and start. If it doesn't, plug that back in and go to #3 and do the same thing. I had an issue before with a wire, pulled out the "bad wire" and the car started and ran on 3 cylinders just fine (at idle of course). Replaced the wires and everything was fixed.

Lastly, the plugs are in the correct order, right?

The wires look old I just got this car last Thursday. Was running ok besides I was getting 20mpg. I took the spark plug wire out and tried to start it again. Nothing. I'm thinking I must have shorted out the ignition coil.
