Air intake and exaust

I want to get an air intake for my 99 civic ex, but im not sure if I should get cold air or ram air. I know that cold air gives more power but also can be dangerous for the engine if it gets flooded. My car is not lowerd and I dont plan on lowering it. I also want to get an exaust system on my civic but I dont want it to be loud......is there a way to make it quiet? I know a silencer will work, but if i get it custom or get it at a shop, can they usually make quiet ones?

There is a risk of flooding for a CAI, but you can get it water-proofed. I forgot how, but my buddy had his water-proofed, so no more worrying. and also, you might have to get a custom silence, im not sure, but if you do, it won't be very expensive.
