If you install a black guard and the rest of your engine's internals are stock can you run more boost then you could if you didn't have one? (considering the engine's fine-tuned)

Yes, to a certain point. It will mostly just increase the stability and reliability of a boosted engine, but again, only to a certain point.

Yeah, you have to heat the block and guard up to normal operating temperature, then press it in and hone the cylinders.

Short answer: Take it to a machine shop.

yeah its something that needs to be done when you have the engine apart, definitely not a do it yourself mod.
