Can't set timing to factory

Default Can't set timing to factory

I have a 90 civic with the d1.5 dual port fuel injection that just got a new distributor, timing belt and all that good stuff. Only problem is that i can't get the timing set. On the hood it says 18btdc 2+- but I can only get it to go to 5ish btdc. Am I missing something? Is there something I have to plug or anything to time it? This is my 1st rice box and I'm used to carbs. Did my mechanic not get something lined up right? The distributor is set all the way forward right now. Any help is appreciated thanks
