Civic 1.4 98hp model 1991 needing advice!

hello,
i would like to ask what air filter should a friend of mine buy to make a small upgrade to his civic? He is planning to put a rear mufler upgrade as well, and also thinking of adding a chip.Is this thing worth it?What else should he change,or not change if he wishes to gain a small amount of torgue+power around the area of 3000-5000rpm?
thanks in advance for all options!

dont bother with the chip because unless you are running more power than stock you will just waste your money for a couple more horsepower. as for the muffler that you would weld on it will be just for sound, do a full catback if you want some more power and torque. If you are gonna get an aftermarket stock replacement filter k&n is the only way to go

cheers mate!
so you think a full catback + a K/N filter would improve things?

Thats your best bet, maybe a 4-2-1 header as well?
