D15 or d16

I have the opportunity to get a d15b block for cheap cause i want to start building a beast of a D so when im done i can have my toy!!but when building whats the best one to go with for a cheap start ( a decent bare block) probably build an all motor spinnin close to 8.5 to 9k rpm.
