D15b7 sputtering issue

95 honda civic swapped D15b7 is sputtering randomly. Still has the p28...Up hills mostly and in all gears at low rpms. Things change out to new; fuel filter, distributor, rotor, cap, 02sensor. Ive heard fuel regulator but car doesnt seem to be rich or lean. Also injectors but i dont know the symptoms of that. It runs and turns on fast. Idles at 1 and no flux. Put in seafoam last week. I swapped out the ECU for a auto p06 and it went crazy. Idle jumped and it sputtered worse. Couldnt barly drive the car a block. Which is strange cause ive seen plenty manuels run fine of auto p06.
