Electrical Issue

Have an issue that has been driving me insane for a long time now and cant seem to figure it out. For a few months now maybe 3 or 4 my dash lights gauge lights, tail lights, parking lights all seem to flash or pulse. I though alternator but it seems to be putting out the correct voltage when tested at the battery, but i havent tested it in a bit and figured if it was the alternator it would have died by now. Sometimes it will start flashing when i turn the car on sometimes not when i stop it still flashes just slower in rate. The SRS light comes on when it flashes heavily then goes away and comes on again a few seconds later. The light stays on for the same duration that it would if you first turn the car on. Its a wierd problem that i cant seem to figure out. Any ideas? Battery also seems to be ok as i replaced it last year.

Do the headlights not also pulsate?

What year Civic?

2000 civic and the headlights dont do it as they are HID's and i think the ballasts provide the power for the bulbs so its more controlled

Is fuse 15 under the dash blown?

Check whether the battery ground wire connected to the engine bay is loose or corroded. Also clean the battery posts and connectors and make sure the latter are tight. Finally, take your car to AutoZone to have the alternator and battery tested.
