What are you saying here? Did you retrieve code 16? Are you sure that the fuel pump primes for 2 seconds when you turn the key to ON(II)?

Do you have battery voltage at all four fuel injector connectors when the key is in ON(II)? Have you measured the fuel pressure? Are the cylinders getting fuel? You also should think about compression testing the cylinders.

What are all of the CEL codes retrieved from the ECU?

It may be possible to switch the TPS, IACV, and IAT 2P-connectors:

I think you mean main relay, right? This was predictable given that your fuel pump primes.

Do you have answers to my other questions in the posts above?

I assume based on codes 1 and 41 that the O2 sensor has been disconnected.

You also have a VTEC code. Is this due to a known wiring or ECU issue?

Code 16 is the one most worthy of your attention -- connectors for the fuel injectors might be in the wrong order or are not getting battery voltage. Any fuel at all getting to the cylinders? If the latter ideas don't pan out, then you may have a bum ECU.

If you have batter voltage at all injector connectors, find a friend willing to let you swap in a known good ECU.
