I've got a SiR2 motor swap in a Civic 92 with chipped p28 ecu and a year ago it broke down on me(one day on the freeway and the motor just cut out,didn't want to start after that)and i kept it sitting for
about a year and drove my TL instead and just recently i had it towed to the mechanic and he replaced the timing belt(the belt was trashed, mechanicsaid i was lucking that i didn't benda valve)and
spark plugs and told me that he couldn't figure out why it wasn't running right. I got the car back and it runs like ****!
if i am at a stop and go to hit the gas the motor bogs and studders really bad. I actually have to keep the pedal down
and wait 3-5 seconds before the motor's rpms start climing. and when i finally start going it does pretty much the same
thing. I'll push on the gas and the motor takes forever to respond and the rpms climb slower than ****. one thing that
the mechanic said he thinks it might be was something to do with the fuel line or pump. When we pull the vacuum hose off
the fuel regulator the idle seems to get better but the motor is still slow to rev. I really want to fix whatever it is,
the car was bad *** before this **** happend. Any help would be awesome.

Is the engine timing properly set?

Does the Check Engine Light (CEL) turn ON for a few seconds and then turn OFF when the ignition key is turn to ON without cranking the engine or does the CEL stay ON. If it stays ON, then retrieve the CEL code as detailed here:

Otherwise, try replacing the fuel filter and, if that doesn't fix the problem, then check whether the fuel pressure is to specification. In this regard, disconnecting the vacuum line from the fuel pressure regulator should increase fuel pressure. The idle improvement seen when you do this may support the idea that the fuel pressure is too low.

well if i remember correctly, it's was4-5 months ago when i was working on it before i handed it over to the mechanic, i think i did replace the fuel filter already. I replaced the fuel pump and screen and i'm pretty sure i did the filter as well. the CEL doesn't stay on, that's what's weird, the car starts up quick and like it should but as soon as you try to give it any gas, that's when the **** starts studdering. The way it acts when i first start to take of, with out "priming" the motor by holding down the gas and letting it rev up past 2k rpm, it reminds me of my first day at driving stick, where i wasn't giving it enough gas as i was letting go of the clutch. In fact when i first got in the car to drive it home i thought i was just me losing my timing on the clutch/gas pedals. I don't know what to do, i've also noticed that now my dashboard and indiglo lights are out since i got it back from the shop.

Other items to consider.

1) Ignition system: Check engine timing, plug wires, distributor cap, rotor, coil, and igniter. Look for any corrosion inside of the distributor -- the car has been sitting for a while.

2) Air intake: Check air filter and whether the throttle cable is too loose and needs adjustment.

I have a feeling that the timing is really retarded. Maybe your mechanic even installed the timing belt a tooth off.

You should be able to buy or rent a fuel pressure gauge to check how much pressure you're getting (or maybe your mechanic could tell you if he checked that).

Stupid question, but have you checked if all the spark plug wires are good and completely connected (and if the plugs are gapped)?

would retarded timing cause the exhuast to smell really rich and cause flames to come out the muffler? I was checking things out last night and was trying to rev the motor and flames actually came out the muffler a couple of times.

The engine seems to be expelling a substantial amount of unspent fuel into the exhaust. Bad engine timing is one possible cause for this problem. If it hasn't already done so, the burning of unspent fuel in the exhaust will eventually destroy and clog your catalytic converter. In fact, a clogged catalytic converter can also cause the type of performance problems you are experiencing.

Ronj, there shouldn't be THAT much unburnt fuel inside the exhaust, catalytic or not, right? It seems like there should be a lot of unburnt fuel in the exhaust if flames are coming out of the muffler.

I absolutely agree. To clarify, I was attempting to say that two related issues may be contributing to the engine performance problems:

(1) Normally, there should be little or no fuel in the exhaust. Such a problem may be due in part to bad engine timing, which is also contributing to poor engine performance. [By the way, other problems, like a bad primary O2 sensor, are also possible.]

(2) Burning of unspent fuel within the catalytic converter has destroyed or will destroy it. A destroyed/clogged catalytic converter can also cause engine performance problems.

Well i messed with the distributor the other night and if i advance the timing all the way the car wrongs fine, should i assume this means that the crank-cams timing is off by a tooth?
