Not all Hondas (or Civics for that matter) have inline fours.
Typically, the term header refers to a tubular steel (or possibly other material) exhaust manifold. Ideally, they are designed to be freer flowing and help merge exhaust pulses in such a way to make more horsepower in comparison to factory(typically cast iron) exhaust manifolds. As an added bonus "headers" are usually much lighter than the cast iron manifolds they replace.
For reference this first picture is of a set of steel tubular headers and the second picture is of the factory cast iron exhaust manifolds. These are from my track car which is not a Honda, and both have been ceramic coated;
