throttle body spacer?
 
can i get a throttle body spacer and a cold air intake?

are they both reccomended

i have a 2003 honda civic lx coupe with 1.7L SOHC engine

not really. get a better throttle body if you must. Otherwise spend money on something more worthwhile for now, like an exhaust and header. The intake is pretty much a must. Buy a cheap one on ebay and replace the filter with a K&N or AEM one.
