Default 1999-2000 Civic brake Pads Interchangable?
Can you install 99-00 Civic Si brake pads on a 99-00 Civic HX and LX??

Not on the HX at all, and only on the LX if the LX has anti-lock brakes. Only the front brake pads can be interchanged.
