Default 2006 Civic Si wheels scrubbing when going over bumps

I bought this civic si from a guy and it had no issues. Then the tires on the back started to wear on the inside badly. Turns out there was a class action lawsuit and Honda finally offered a recall for the faulty rear control arms.

Now my tires on the back scrub each time I hit a bump. If people are in the back its almost impossible to drive.

I bought new tires as the old ones were wore out because of the bad control arm and now they scrub over the most tiny of a bump.

The previous owner lowered the car and put on 18 inch wheels. Prior to replacing the stock control arm with the new ones from Honda, it worked fine.

I cant afford new shocks I dont think. Or do they just call them springs? I was looking and don't they make spring spacers that can go between the frame and the spring to give me the lift back up I need to stop this scrubbing? I can't seem to find any online.
