2009 Civic Speedometer Jumping

Default 2009 Civic Speedometer Jumping

Has anyone had issues with the newer model civics speedometer jumping around? When I am sitting still it will go from 0 to 7 to 1 to 3 and back to 0. When I am moving it will read the correct speed (70) and then drop to 0 then go to 30 then to 17 then to 45 back to 70, then stabilize, then repeat with other random numbers. The rest of the instrument cluster works. the tach works fine, fuel gauge, temp, trip, etc. If it matters this is a manual, 1.8 liter base model. I have read about a number of different parts to try replacing on older models. My CEL is on but it is tripping a code for a catalytic converter. Any help would be greatly appreciated.
