to find out year, there is a year stamp on the head just right of above exhaust ports.

to get a little more top end power you can get some head work done and install a stage 1 cam. getting your ecu chipped will be worthless unless you get it tuned and dyno'd. to see when your vtec kicks in you can install a 12v light on the wire that goes to the vtec solnoid. and when it kicks in the light will light up.

specs are same as the d16z6.

cams
http://www.crower.com/cat/import/honda/cams/d16z.shtml

stage 1 cam
http://www.crower.com/cgi-bin/detail.cgi?prod_id=63441z

stage 1 cam kit (springs, retainers)
http://www.crower.com/cgi-bin/detail.cgi?prod_id=84166S

you will need to buy an adj cam gear also, to adj the timing.
