Well I have a '98 1.4 Civic and I get about 140 miles to 20 litres of juice. That cannot be good for a standard car w/CAI and a De-cat!
My dad has told me to buy a new O2 Sensor, as when they get older they deteriorate and struggle to send the correct voltage to the ECU. Apparently when he bought a BMW 320i coupe a few years back, he was getting really poor MPG (less than 20mpg). It turned out to be his O2 sensor. Mine does look pretty crappy so I think I'll give it a go. Only £20 too, so I have little to lose. Gotta be worth a try.

Along with what everyone has said here (tires, filters, sensors, etc), here's a couple of things to think about:
1. How does it run? Does it idle rough? Do you suddenly loose power while accelerating? Does it hesitate or cut out at any time? Is there any kind of smoke coming out the tailpipe (white, gray, black)? All of these are clues that can help you troubleshoot the problem.
2. When you troubleshoot the problem, start from the outside and work your way in, that is, start with the easy external stuff and then work your way into the engine to the more complex answers. Example: start with tires, air filter, check what's coming out your tailpipe, their all easy, then move into more complex possibilities. Only change one thing at a time and then see what happens.
Or, you could just get someone to plug a computer into your OBD port, if you have one......
