What are some nice, bright headlight bulbs? i don't want to convert to HIDs.. is it possible to get a white colored bulb? or maybe blue?

Nokya Cosmic White are what I recommend to anyone looking for bright halogen bulbs at a fair price. They are comparable to Sylvania Silverstar Ultra, but half the price and maybe even a little better.

Yes.

I assume you have a 2000 Civic, yes? If so, those are the correct bulb size, H4.

If your stock lights are too dim it could be because the lens is fogged up or the reflective coating in the back of the housing has degraded. New housings would be required then.
