That isn't really a catalytic converter. A catalytic converter has a "catalyst" inside of it that converts the really bad gases coming out of your car into less severe emissions. The one you have linked us to is actually a test pipe, it has no catalyst inside of it. It's basically just a straight pipe.
We don't have mandatory emissions testing here in FL, so you don't have to worry about passing a test... which is probably why you have never heard of it. However, if you get pulled over (which I assume is impossible right now since I hope you're not driving this on the road... but once you get your license and start using the roads it might happen) and the cop checks under your car you can get a hefty fine. Not to mention without a catalytic converter you'll be spewing carbon monoxide, which is very dangerous. Also, you'll have a raspy nasty exhaust sound and your exhaust will smell bad.
The piping size 2.5" will be fine. 2.25" is more of the standard but 2.5" isn't too big. Now if you had something like 3", that would be pretty excessive.

If you're strapped for cash, just leave the stock catalytic converter on. Putting a test pipe on only gains you like 3 WHP or less anyway. A real high flow catalytic converter will gain you almost as much as a test pipe will, but keeps the car safe and legal.
