you can jump the ecu and read the codes yourself you dont have to have a obd scanner,

p1337, p0141, p0450. The monitors that are incomplete are evap, o2, and cat.
keep in mind it's a 97 honda civic (obd2) with a 99 gsr motor (obd2) running off a obd1 ecu. body harness is what was on the 97, not swapped. i know that there are 2 o2 sensors in both cars, 97 sensor are in the manifold and in cat, 99 gsr one in the cat and one in the pipe before the cat. so.....yeah.any takers.

Unbolt one flange and check that you really have a cat, not a hollow shell. The evap code is typically the gas cap but it could be a leak anywhere. Make sure the canister, solenoid, hoses etc. are properly plumbed.

Looking back at this, OBD1 systems don't have 4 digit codes. You have some sort of OBDII ECU. I think you are talking about OBDIIa vs OBDIIb, not OBD1.

i am running a obd2 to obd1 ecu, car and motor are obd2. in order to pass inspection i bought an obd2 computer and the codes i got after clearing and plugging it in were what i had posted. got a sticker now, so running off the tuned obd1 full time.
