Horrible gas mileage, suggestions

Itsbeen a cold winter and my fuel economy has been terrible even more winter. I got a 2003 civic LX with 38000 miles. I'm only getting 22 MPG right now and I can't figure it out. Engine runs great, tires good pressure even wear even, air filter clean and I do my oil change less then every 2000 miles.I dont drive with a lead foot. I drive pretty normal. Any suggestions?

do you start your car and let it warm up befor driving it? That would use up more gas.
