I think a lot of it has to do with the administrative aspect of it. Not just the type-R, but many cars don't get brought from over seas, or get brought in dumbed down versions. They have to spend so much money to legalize it safety wise and environmentally that sometimes it doesn't work as a business prospect, and to sell it at the same market point, they have to take out some of the goodies.

Via wikipedia:

"Beginning in 1997, [2], Honda produced the first iteration of Civic to receive the "Type-R" appellation (applied first to the Integra Type-R), with the EK9 chassis Civic Type-R. The Civic Type-R had a maximum output in the range of 189PS JIS (185hp/132kW), increased over the more common 160PS (158hp/118kW) B16A engine in the SiR/VTi models, and included various alterations to the chassis to improve handling and reduce weight (such as better welding of the frame, and removal of the radio and noise-suppressing materials)."

"In 2001, Honda announced the release of the Civic Type-R for the EP chassis, a more sporty variant of the most recent model of Civic and successor to the EK9 Civic Type-R. Unlike the original EK9 version, which was produced solely in Japan, the EP3 Civic Type-R was produced in the United Kingdom and exported to Japan. The EP3 Civic Type-R had a specific output of 150PS (197hp/147kW) at 7400rpm, a redline of 8200 rpm, a six-speed manual transmission, reworked exterior with a bullet-like hatchback design, aeroform bumpers, spoiler, and 17 in wheels. A switch to front MacPherson struts was made for this generation, while the rear retained double wishbones. The interior of the Type-R includes Recaro seats and a Momo steering wheel, and the model also includes Type-R-specific badging, a helical limited-slip differential, and has been reported to accelerate from zero to 60mph in about 6.6 seconds (6.4 in facelifted model)."

I don;t know a whole lot about cars, or if any of this is true or makes sense, just what I found in about 5 seconds of doing a search.

The Type-R's are typically more "race" oriented. Stiffer chassis, less forgiving suspension, a really raw car that I would LOVE to have as a platform
