RE: relocating the gas tank
Thats gonna be alot of work i think. You could buy a fuel cell, its a gas tank that has a rubber diaghragm in it. It is used by race cars so that the gas won't leak/explode in an accident. They make them in a variaty of sizes i believe. You will have to make the fuel supply and return line longer. You will also have to lengthen the hose/line that goes to you EVAP canister. You will prolly also need a new fuel pump. I would think that this fuel cell would go in the trunk. Currently, i believe that the gas tank is right under the back seats. I'm workin on a 97 HB right now and i was working on a 03 Civic and both were this way. You could also move the existing gas tank, but i would think that the gas tank would be molded to fit where it is right now. The fuel cells are usually shaped like a rectangular box, so if you knew some1 that could weld/fabricate (or you yourself could) then you make a custom mount to mount the fuel cell in your trunk. This is the way i would go about moving the fuel tank if i had to. I dunno why you even want to move the tank.

Or you could sew up your vagina and just use the damn gas door.
Just kidding, man. But now, on a more serious note, don't do it. It won't be worth your time or money just to get ride of that little door. There's a good reason they put the tanks in the back... well, a couple. It helps balance out the weight distribution somewhat, but more importantly, if it explodes, it's less likely to kill you.

Ok, I totally misread your post. I thought you meant move the actual TANK to behind the license plate, which I interpreted to mean behind the FRONT license plate, a.k.a. under the engine...
Now, to finish up with a bang, it will not be easy to re-route that filler pipe, so I would recommend just leaving it (see post #1).
