Wheels on 2000 ex and hx civics?

How come in 2000, the ex model civics came with 14" wheels with full covers, and the hx models came with 14" Allow wheels?

It depends what package you get with your car. Thats why some Ex's have caps.

...Well...I don't know much about 2000's but in 2005, the EX models have either 16's or 17's. Depending on whether you get the reg or the SE.
